Update README.md adding configuration to repo

Now this repository contains the wiki's configuration (/etc/mediawiki/LocalSettings.php) and custom skin (/usr/share/mediawiki/skins/Hawiki). Previously, the repo was only used for bug reporting and feature requests.

This issue tracker is for bugs and feature requests for the Haskell Wiki. This is just for issues with the installation/maintenance of the wiki software itself (which is an installation of MediaWiki).

For issues with the content of the wiki, just edit the wiki! 😃
