Update README.md adding configuration to repo 

Now this repository contains the wiki's configuration (/etc/mediawiki/LocalSettings.php) and custom skin (/usr/share/mediawiki/skins/Hawiki). Previously, the repo was only used for bug reporting and feature requests.
